5,000 covert agents across 30 countries. 136 government agencies penetrated. IRS Chief Counsel's office, the Department of Justice (DOJ), DEA, Coast Guard Intelligence, Interpol. 30,000 documents stolen. FBI raided headquarters 1977. Eleven executives convicted including Mary Sue Hubbard.
Proves: the organization possesses demonstrated capability and intent to execute state-level intelligence operations. The Guardian's Office was 'disbanded' — replaced by OSA, which absorbed all functions under better legal insulation. The intelligence architecture survived the exposure, just as the SS network survived 1945.
